I was able to finish this mission with the exploit (built guard towers next to the sewers), but as near as I can tell, there's no way you could do that at normal speed even if you have the peasants concentrate on one building at a time, guard towers are so slow to build that you're unlikely to get even one up before the rats swarm in and kill the peasants. Confirmed at least one person in the fire team has to have the rat king equipped or be on the same part of the quest to receive the gun on. Upon completion my friend received the rat king. The third teammate was match made and did not have it equipped. Plenty of savvy Guardians would probably already have guessed this, but we just wanted to make it absolutely clear. Completed the nightfall with the Rat King equipped. The Rat King Riddles are actually quest objectives.
